Admission, payment, safety and participation conditions

Reference text prepared for legal review. The definitive, binding version will be confirmed by the organization before applications open.

Admission and selection

Participation is subject to profile review by the organizing team. Submitting an application creates no right of admission and reserves no place.

Capacity is limited to 15 participants. Suitable profiles beyond capacity may be placed on a waitlist.

Payment and confirmation

Payment instructions are issued only to approved applicants. A place is confirmed once the organization verifies payment.

International bank transfer fees are borne by the participant. Prices are stated in US dollars plus IVA/IVI. EUR and CRC amounts are approximate references.

Cancellations, refunds and no-show

Cancellation and refund conditions, and the treatment of no-shows, are set out in the definitive version of these conditions and communicated with the payment instructions.

Safety and conduct

Compliance with safety rules and instructor instructions is mandatory at all times.

Serious safety violations result in immediate removal from the programme without refund.

Assessment, certification and serious safety violations

Participation in the ESA PSD Training Programme Costa Rica 2026 does not guarantee automatic PSD graduation. Certification depends on the performance demonstrated by the participant throughout the programme, according to the judgment of the lead instructor and the standards applicable to the training.

During the programme, assessment may include safety, discipline, compliance with instructions, safe handling of handguns and long guns, muzzle control, line safety, situational awareness, principal protection, threat recognition, teamwork, communication, emotional control and decision-making under pressure.

If the instructor determines that a participant does not meet the required minimum standard, the participant may be disqualified from the PSD graduation process. In that case, the participant may receive a certificate of participation, but will not graduate or be certified as PSD.

For this programme, a serious safety violation includes any conduct, action or omission that may place the participant, the instructor, other students, support staff, the simulated principal, the facilities, the hotel, third parties or the reputation of the programme at risk.

A serious safety violation, irresponsible weapons handling, failure to follow instructions, conduct incompatible with the training or any action that compromises the safe continuity of the course may result in immediate removal from the programme, without refund and without the right to PSD graduation.

The decision of the lead instructor and the local organization will be final for safety, assessment and operational continuity purposes.

Travel and participant responsibility

The participant is responsible for their passport, visa, return ticket, travel medical insurance and compliance with immigration and customs rules.

Hotel, personal expenses and damages

The programme package includes 7 hotel nights, with check-in on December 13, 2026 and check-out on December 20, 2026, under the rooming and accommodation conditions established by the organizers. Personal expenses, incidentals, room upgrades, additional guests and damages are not included unless expressly confirmed.

Media, data and intellectual property

The programme may record photographic and audiovisual material for training and communication purposes, subject to the media release signed by the participant.

Course content and materials belong to their owners and may not be reproduced or distributed without authorization.

Changes, force majeure and governing law

The organization may adjust schedules, venues or content sequence for operational, safety or force majeure reasons, preserving the training objectives.

Legal and economic administration is carried out by ECEMU DE ESTE S.A. and the relationship is governed by the laws of Costa Rica.
